COST Action CA25178 holds its first Management Committee meeting
COST Action CA25178, Agentic Physical AI: Building the European Network for Agentic Embodied Intelligence (API-Net), held its first Management Committee meeting on 9 October 2026 at the COST Association in Brussels. The meeting is the formal start of the Action, which runs until 8 October 2030. Anton Sokolov attended as Estonia's Management Committee member, with Tyche Institute as his affiliation.
The committee elected the Action's chair and vice-chair, confirmed the grant-holder institution and set up its working groups, including a new fifth group on simulation and standards. It also created the roles the Action will use to reach industry and to keep its membership balanced. The names of the officers will appear on the Action's public page once COST records them; this note does not pre-empt that record.
Tyche's contribution to the Action is the part this site is otherwise about: evidence of what an autonomous system did, under whose authority, and what a stranger can check afterwards. The committee did not create a separate leadership post for that theme, which the Estonian member had proposed. It treated it instead as a cross-cutting task, and two concrete pieces of work were taken on at the meeting: a set of negative conformance test vectors for the working group on methods and architectures, and a conformance section for the position paper of the working group on ethics, trust and policy alignment. Both draw on material already public in the Lab: the action-evidence sandbox and its interlaboratory round.
The Management Committee seat remains an individual national-representative appointment. It is not organisational COST membership, employment, a grant award, certification, or an endorsement of Tyche Institute. Working-group membership follows from Management Committee membership under COST's rules; the cross-cutting task is a commitment made in the room, to be written into the Action's work plan by the working groups themselves.
The meeting was the first day of a short journey that ended in Paris. The field report is in Expeditions.
